Air Products And Nobian Sign Long-Term Agreement For RFNBO-Compliant Hydrogen

  • RFNBO-compliant hydrogen from Nobian’s Rotterdam chlor-alkali plant, building on a 30-year relationship.
  • Combines Nobian’s ISCC EU-certified hydrogen production capability with Air Products’ established hydrogen infrastructure, market reach and distribution capabilities in gaseous and liquid form.
  • Supports early RED III compliance needs in the Netherlands with national renewable energy obligations for mobility and industry.

Nobian, producer of high-purity salt, low-carbon essential chemicals and energy storage caverns, and Air Products, a global leader in industrial gases and the world’s largest hydrogen supplier, have signed a long-term agreement for the offtake of RFNBO-compliant, certified hydrogen produced at Nobian’s Rotterdam facility.

The certified RFNBO hydrogen is produced at Nobian’s renewables-powered chlor-alkali electrolysis plant, which became in 2025 the first large-scale European renewable hydrogen producer to receive ISCC EU certification for RFNBO. With more than 14,000 tons of annual hydrogen production capacity (1.68 PJ), the Nobian facility in Rotterdam is Europe’s largest RFNBO-certified hydrogen plant.

By providing RFNBO-compliant certified hydrogen through its existing infrastructure, Air Products supports RED III obligations in the Netherlands while reinforcing Rotterdam’s role as a hydrogen hub. The agreement expands access to RFNBO-certified hydrogen through Air Products’ established network, supporting customers’ compliance and decarbonization goals.

Markus Mingenbach, Senior Vice President Chlor-Alkali & Chloromethanes at Nobian, said: “This agreement is an important milestone for certified green hydrogen in Europe. Together with Air Products, we continue the build-out of the European hydrogen economy now. This is Grow Greener Together in practice – two leading industrial partners collaborating to advance the European energy transition.”

“By expanding access to RFNBO-certified hydrogen from an established source, we are helping customers navigate RED III compliance while supporting their decarbonization strategies. These certified molecules are available today, and Air Products’ network can bring them to market in a reliable and practical way,” said Caroline Stancell, Vice President, Marketing and Growth, Europe and Africa, Air Products.

RFNBO-certified hydrogen enables fuel suppliers and industrial hydrogen users, including refineries, to support compliance with the EU’s 2030 decarbonization targets. By 2030, at least 1% of transport fuels and 42% of hydrogen used in industry in the EU must originate from RFNBO-certified sources.
